It's Gen 3. This is when a-lot of people left Pokemon, either because they were burnt out, growing up, or disinterested. Doesn't help that Gold/Silver ended on a such a definitive note, with a trip back to Kanto and a final battle against the original hero. Ruby/Sapphire added a-lot of stuff, like Natures or Abilities or 2v2 Battles. But the core game remained the same. Pick a starter, collect Gym Badges, stop the evil teams, etc. To some people felt like Pokemon had effectively "stagnated".
