Because both are two sides of the same coin, they end up having the same powers (time stopping, flight, location displacement as shown by them flying, etc)
But because Jotaro mastered space (as shown by Star Platinum getting objects far away from his range) and Dio didn't bother, The World lost.
So they're not the same stand with different colors. Their powers are different in theory, yet equal in practice.
