They clearly created a stable and functional framework with Megas in gen6 and they could've kept it around for every subsequent generation, adding some new forms to give some extra love to certain shitmons that need it
It's also the easiest gimmick to implement and explain: evolutionary stones already allow certain mons to drastically change form, so megastones granting a temporary evolution just makes perfect sense
Universal systems are boring and don't effectively change anything: they make fights and team comps very dull because you have no incentive to explore and experiment with anything that isn't Arceus (referring to my previous example)
These universal systems have no character and no flavour, they only exist to get 6 year old kids excited about le scintillating hat and to sell some expensive Swarovski merch

I enjoy limiting my options in games and being rewarded for choices, and Megas allowed me to bring along some subpar mons just because their new form was interesting enough to experiment with
