X and Y will not have new fossil pokemon. The fossil pokemon of previous games have been based off the actual evolutionary chain of the dinosaurs. All the different evolution's have been created already. The next step in the chain would be mammoths and saber tooth tigers, a.k.a. Piloswine and Raikou. If you think i might be wrong feel free to voice your opinion but honestly what more could they do with the fossil pokemon, there is nothing left to do.
