There's Delibird Deliveries and the Peliper Mail Company (literally every story from Delibird-anon and Linoone-anon) - it's slightly unclear if they're continental or world-wide, though.

I don't think there's much in the way of current regional-scale or continent-scale government /at the present/ (or at least almost no one has written about it yet at least as far as I can remember), but they may have existed in some form or another in the past.
The only regional government mentioned is KFC's Blaziken Tribe, which controls the west peninsula of the Water Continent. (Blaziken Tribe Hierarchy)
There were mentions at one point of a kingdom in another dimension.
It's dubious canon that there was a regional government controlling the Grass Continent's Amp Plains and surrounding areas in the past, but that collapsed at least a century prior to the 'present'. (I made it the fuck up)
