I can confirm Dragonite prefers mountain biomes just like Clefairy, however, it must be a popular enough location for cell signal to occur. Try hunting them down in mountain/hill walking trails and national parks. That said, I'm fortunate enough to have a regular spawn point close by.
For Snorlax, it is very much an urban spawn so any place with Rattata, Pidgey, Sentret and Hoothoot, it'll spawn but that maybe to vague for you to pin point.
Use your local city trackers with notifications. Allows you to hunt then down with more efficiency. I can get half a dozen Dragonites and Snorlaxes a day just around my city if I put in the effort.
