I belong to the latter category. I have used a lot of daily incense, and never seen a single bird.
I have a habit of using the "fast catch" bug (exiting out of encounters right after the ball is thrown, skipping the ball wiggle animation).
Recently I've started considering if Niantic is punishing players for using this bug - so I decided to put it to the test.
This morning I used my first daily incense without using the fast catch bug, and I ended up encountering my first ever bird, Moltres.
