Female feet are generally shaped to be more curvy or slender where male feet as more square-ish and bulky (usually in drawing).
There's often context of the perceived beauty of any female that comes as a complete package to "sell" the beauty of her foot. Generally beautiful women can afford to have slightly flawed feet whereas less attractive women don't have the same luxury even if their feet are shapely enough for parts or shoe modeling.
Generally though, shape, cleanliness and softness are the aspects that make an ideal foot but some like them a bit rough and dirty -- mind you, not all of us do.
But one can argue because of the stigma of uncleanliness, that this is seen as a form of submissive tendencies.
