I'll chime in: some pokemon do have a pattern when it comes to learning new moves, but those are special cases. Example: mew and arceus both learn moves at level 1, 10, 20, 30, etc. You're very naive if you think the fucking *starter pokemon* have a rhyme or reason to the rate at which they learn moves.
