I use default brushes in Rebelle 7. It's a somewhat specialized painting software that emulates different media, mostly does watercolor really well and oil/acrylic decently. You can't get the real impasto effects or watercolor bleeds without it.
Nothing notable about their charcoal / pastel brushes that another program couldn't do, like in the Absol pic
That said, I'm not doing anything especially unique with the program in these images. You could create something visually similar in CSP, Krita, whatever, if you spend time tweaking your own toolkit and finding a workflow that allows you to play with it. If you put me to task in MSPaint I would create art just as textural and messy
