The question really is, why hasn't Delphox got a moveset that reflects Wizards?
Sadly, the answer is really because WE think its meant to be a typical RPG mage, like the Black Mage from FF.
But with the Magician ability, the amount of moves that involve items (like Switcheroo), and the fact most Psychic types and moves are about magic-tricks like rabbit-in-hat rather than sorcery-magic, it all plainly suggests that Delphox is intended to be like pic related.
