This gives it a BST more comparable to Persian and Liepard, while retaining its identity as being more defensive than Liepard or Persian.
Level-Up/Evolution mechanics
Right now Delcatty cannot learn any moves while leveling up, only Skitty can. While this mechanic is pretty reasonable for stronger stone evolutions, it feels undeserved for Delcatty, even after these changes she is not too strong. So I'd let her learn all the moves Skitty can from leveling up. Other stone evolutions, like the Eeveelutions can still learn new moves from leveling up and they have a much higher BST than Delcatty. So it will make Delcatty less inconvenient to use in a campaign.
Anyways that is pretty much it, I don't think Delcatty would still be good or even okay, but she wouldn't be embarrassingly hot garbage like she is now.
