>jab: Bite
A pair of bites, the first dealing a little damage and no knockback, and the second dealing a bit more and some knockback. Not amazing, but it's okay.
>ftilt: Scratch
A quick paw swipe. If angled downward it can trip. Low end lag lets it be used to set up combos.
>utilt: Thunder Wave
An arc of lightning extends up from his back. Deceptively long reach, but not extremely fast. If it hits a grounded foe, they get the stunned effect a la ZSS paralyzer.
>dtilt: Fury Swipes
A quick one-two paw swipe combo. Surprisingly high knockback, but poor damage.
>nair: Spark
Generates a small electric field around himself. Like Pikachu but bigger and not multihit.
>fair: Thunder Fang
Creates a large set of fangs, then clamps down in front of it. Slow, but BIG damage.
>uair: Thunder Wave
Basically the same as the utilt, but in the air. No paralyze on this one though.
>dair: Stomp
Kicks downward with the hind legs. Not a spike, and with fairly poor speed and range. Ok damage though.
>bair: Iron Tail
Swings the tail downward with incredible force. Very short range due to the tail being small, but high damage and a spike hitbox.
>Neutral Special: Shock Wave
Fires a fast moving ray of electricity in front of him. Charged version has homing.
>Side Special: Wild Charge
Dashes forward, covered in sparks. Allows fast movement, and deals good damage in exchange for recoil on hit. Charged version doesn't do recoil.
>Up Special: Volt Switch
Shoots off a ball of electricity, then teleports to it. If charged, then it will switch places with an enemy if it hits.
>Down Special: Charge/Discharge
Charges electricity around himself, boosting the damage of all electrical attacks, and turning the specials to their charged versions. Charge disappears after 60 seconds or if a charged special hits a foe. Charged version is Discharge, which makes a large AOE around Raikou. Multihit, somewhat low damage, shreds through shields.
