>>53379336This is more of a Smash bros theory but I genuinely don't think Sakurai has played Pokemon and has only ever watched the anime. All the Pokemon in the game are prevalent in the anime and their moveset almost never match how they work in the games. Even character descriptions like trophies mention the anime and not really the games.
