Generally the biggest flaw with rain/hail/sand teams is having to overlap types, but with Tera they have more flexibility. Swift Swimmers being able to keep their water STAB but have the option to change type against things like bulky grass types sounds terrifying. I predict rain to make a strong comeback, and hail to be much more viable than ever before since Ice types benefit greatly from Tera, hopefully Cetitan is at least a faster Slush Rush user than Beartic.
>Covert Cloak
Gen 5/6 Sitrus Berry tier, any Pokemon that doesn't need anything specific will want this item. The amount of important secondary effects it blocks is insane, pic related.
>Trick Room
Sounds easier to setup with Covert Cloak and the option to Tera, supporters probably won't want to Tera very often but it might come in clutch sometimes

Lurantis (STAB Contrary Superpower, or use Tera Blast with something that goes well with Fighting, like Fairy)
Clawitzer (basically has 4 STABs already)
Toxtricity (super strong Tera boosted Overdrives or Boombursts)
