To tempt players into buying the pass in order to get the Pokemon they want. It's the same exact psychological manipulation that drives fucking gacha games. Sure, you COULD take your time and grind out the Pokedex the SLOW way by finding people who bought the game and can trade. And sure, you COULD be patient and wait for your stamina to replenish and you COULD take your time grinding out orbs so you can try again for your waifu png... but why do all that when for a MEASLY amount of cold hard cash you can SKIP that whole process and get everything you need!
They made the Pokemon trade-able so they can technically present the idea that they're not simply locking them behind a paywall, but all it does is grind your gears and wear down your patience trying to find trade partners, so eventually you'll cave and hand over the $30.
It's the same shit with even smaller features like the return of apricorns. They include the one-use apricorn balls in order to make you really want them, and then they lock further stocks behind the paywall to tempt players into caving.
