Think of the red striped shpe on Litten's forehead, or the stick in Grookey's hair, or the yellow flame-shaped spot on Tepig's face. You can start doing this with more of the features, like the shapes of eyes or noses or ears.
Then, figure out the proportions and the placement of these features. The features are the important part. Instead of worrying about trying to get a perfect silhouette, you can honestly just use the outline of body shapes to kind of just connect from one main feature to the next.
Then, you have a recognizable, repeatable design.
For example, again, take Litten. Which parts of it seem like set features with a particular shape that you need to get right?

Try coming up with a few more. Maybe patterns in the edges of an outline, or edges of differently-colored areas, that evoke the Pokémon's type. Like a wavy border for a water type, or for a grass-type bird, you could have an area where darker feathers go to lighter feathers (like on a lot of real birds), but the edge is rounded like the shape of leaves, or sharp and thin like the shape of grass, or sharper and curved in one direction like thorns.
