I used to think that pic related was introduced in gen 2 as a baby Pokemon. My only Pokemon exposure back in the gen 1 days was the anime or different merch I saw,and somehow I never saw a single Poliwag. I did see a lot of Poliwhirl though, it was one of the most shilled Pokemon back then, and since it was often featured together with other first stage Pokemon like Pikachu or Meowth and it didn't really look like an evolved Pokemon I just assumed it was the first stage. When I finally did find out about Poliwag I assumed it was introduced later, it also kinda stands out from Poliwhirl and wrath because of the mouth.
