Not that PKHeX can set up a legal Pokemon Home ID on its own right now anyway, but PKHeX can be pretty thorough if you have your legality settings look like this.
Hell this thing even has an encounter database that does 99% of the legwork for you, you just search the mon you're looking for, and keep clicking 'view' until it finds you a 0 speed IV which will pass the hack check by default due to using the in-game RNG to find a mon. I mention 0 speed specifically since that IV is a pretty big deal for unbreedable mons, everything else can be fixed in-game by this point with a bit of grinding, not like old gens where you're just shit out of luck and need to hack to compete with other hackers.
It gets complicated if you want something like a 3 family Maushold or a 3 segment Dudunsparce but I'm not really here to teach genning more than I already have
