No you fucking monkey, they are handdrawn, on tablets, in animation/art programs such as Photoshop or Toonboom (Though sometimes it is drawn IRL on paper and then scanned in and colored, but it doesn't matter). You are so fucking dumb it hurts. 2D Animation is ALWAYS handdrawn. What you mean is Cel Animation (Drawing on paper, then tracing and painting it on transparent plastic celluloids) vs Digital Animation.
