Pay for TMs or tutors to increase your viability. If you want to boost it further, take something like Normal-Type Ace to give it more of a boost; the class seems pretty good, max damage rolls on Normal-type attacks if you take Plainly Perfect and if you get a TM for Retaliate you can use New Normal to always raise its damage base to 14, meaning it can do extreme damage on a foe when you need it.
Overall it seems highly viable, but I don't think there's a single Pokémon in PTU that isn't viable between Underdog and Unown getting an entire class to itself in one of the splatbooks. My Farfetch'd was the strongest Pokémon in my group's parties from a game like a year ago. I miss that character, had to retire them when 1.05 made Underdog features general instead of a specific class, lost the motivation to keep going since the rest of my party could take my character's defining feature for free. My new character is cool too though, pretty much a Zinnia clone (in concept, being a Dragon Ace with mystic features, not Zinnia's garbage-tier characterization) with a Noibat.
