It had readily available counterplay from standard team building. You always need to plan around EQ because of the dominance of Ground types every generation meaning you already have a good switch in for Lando or you have a bad team that would get steamrolled by Garchomp as well.

And yes, it can pivot really well. That's the main reason for its high usage. There are 7 types that resist Bug (including Flying). Sponging U-turn should not be an issue.

Even Zapdos can eat a Stone Edge from Lando, and that's assuming Lando hits it in the first place. Also, every other strong Ground type has strong Rock coverage as well. You gonna complain about Garchomp hitting you with Stone Edge too?
