I propose a “cup” as our rule set, calling it the VP Cup.
All Pokémon shall be no higher a level than 10.
Pokémon only legitimately obtainable over level 10 are disqualified. All other Pokémon are usable in VP Cup.
Hacking of any form is banned. If the Pokémon can’t learn the move before reaching level 10 in any way (Egg Move, TM, level up, etc), they can’t use it.
The format shall be 6 VS. 6 Singles. No moves or abilities are banned.
