It's because the series has ran too long. Just think about how many Gym Leaders and NPCs they've made over the years while trying not to repeat the same looking leader but also have them fit the element theme.
You can only do it so many times without rehashing so now they've had to change to more drastic styles, Sun/Moon started it with the huge shift to a goofier moeblob style.
