There's a reason all the Trainers and Team "X" in the game have shitty pokemon. I thought you were just strong and had strong pokemon which is true but...
None of these other trainers have collected the badges. If their pokemon ever got to strong, they wouldn't listen to them. Joey is always destined to have a Rattata because he isn't good enough to beat Brock to get his pokemon to respect him.
