Chansey is the safest counter Clefable has. Gengar is also very good, as neither Moonblast, Flamethrower or HP Ground can hurt it. Basically every Trick-User also destroys clefable if your opponent doesn't switch out. M-Venu is also pretty good, though depending on the sets if you switch Venu into a Calm Mind Clefable might be able to survive your sludge bombs and set up on you. A fast, offensive heatran with Flash Canon destroys it as well, even if it has HP Ground. Anything else can only counter clefable depending on its set. If Clefable has magic guard (which is the case for the vast majority of good sets) you could set up with your own unaware pokemon on it. If it has unaware itself just use toxic. If you don't have a hard counter prediction is important. Switch in your Bisharp, Scizor, or Iron Head/Flash Canon Aegislash when you suspect a Moonblast etc.
