>>36235742Funnily enough, taking B rank outlaws very early on actually ends up being harder than taking 9* outlaws later on. It's something along the lines of "If outlaw, +200HP to pokemon" or something, and when pokemon only have maybe 40HP that early, it's a gigantic difficulty spike.
As for evolving, it really doesn't mean anything outside of potential type/ability/moveset changes. Eevee and Phanpy still suck, but you have such wide access to buffing items that you can use your favorite NFE's and never feel like you're missing out on a major power increase.
