Same reason it had many Lee/Kenshiro clones back in the day. Most Japanese media is just references/copies of other popular media, even foreign stuff. Things that are considered iconic for baka gaijin like us can be very common over there. For example, the Team Rocket trio is seen as a very Pokémon thing here but over there it's just a homage to Time Bokkan and Eevee is based on Teto from Nausicaä (not that they admit it now). The mentality over there is less about trying to make new things and more being better than the others at the same thing.
