It is just a picture listing out every revealed pokemon, riddles for unrevealed pokemon, and obvious unrevealed pokemon up to June 15. Up to then, the sum of given riddles + revealed pokemon is 17. The riddler made a list about them and decided to include the starters' 2nd evo as 18-20, 3th evo as 21-23, and Pikipek's 2 evo as 24 and 25. He eventually abandoned this numbering system this picture is based on.
In short, it doesn't mean shit.
