Hoenn definitely has its issues, like Glacia's team being complete and utter dogshit, but don't pretend like Johto's league is any better. In Glacia's defense, she was limited to using the only two ice-type lines in her region. Someone like Bugsy has zero excuse. Johto had brand new bug-types up the wazoo (Pineco line, Spinarak line, Ledyba line, Heracross, Yanma), and yet he still uses two early-game shitmons from KANTOOOOO.
