In this way a Pokeball is no different from a gun or any other weapon really. Though in the case of a ball, its not one to one with a leash or a gun. If a Human's like "That's it time out!" then tries to bring them back into the ball, the Pokemon can freely bounce the ball back or break it, etc. Its one of the reasons why I think most evil teams don't use Pokeballs to capture wild mons and instead use cages and prisons, and chains. Pokeballs are really ineffective for that.

Its last Trainer had those badges and has seen a strong team before, and it knows that you don't have them. You who lack those badges do not command respect/trust/obedience, so they won't listen to you. You need to prove your worthy of them, by going out and getting that badge then they'll listen to you because they know you have the skill requirements they're looking for.
