That's because the Tapus want humanity to protect itself. If they cared, they would have stopped Guzzlord in Dia's world with that, but they didn't.

It's a miracle we even got a flashback at all. How would Dia have even got there? Ash went to Dia because there was nobody else to help Dia. There is no reason for Dia to come to Ash's world with everyone there who could spam Z-Moves.
