The 3DS games' model and animation is bad, yes, but the problem is not simply the 3D transition; not only was Lugia's design made to be animated from the getgo since it was the star of the 2nd movie first and a gen 2 posterboy second, and polycount aside Lugia looked a lot better in Stadium 2/the GameCube titles.
