Right now Pokémon has 100% of the adult fan base, as there isn't an adult community playing YW. it is their strength over YW. Pokémon is already more deep and has an established competitive community.
Whatever plan they decide to take will depend on what gives them the more profit. If they see the adult fan base is big enough they'll take plan 2, but if the amount potential kid consumers is too overwhelming in comparison, they'll fight for plan 1 and the quality will go to shit.
To see what strategy they are considering, we must see if they are promoting nostalgia and gen 1 pandering. They definitely are. They are testing both plans, lowering difficulty and pandering to nostalgia. They'll decide which to continue based on sales.
