I think by BW he was already feeling pretty checked out. It's why the whole thing was meant to be a sort of reboot; he was tired of just doing the same thing over and over again, so at least starting from scratch would give him something fresh feeling. But when that backfired and we got all the memes going on about pic related, he had to switch into full KANTOOOOO pandering mode (aka the one thing he was already fucking sick of) by adding old mons and the PWT in B2W2 and then just going all out with it in XY.
Dude is stuck in a dead end job he hates, but he's not competent enough to quit and start elsewhere because no one from Game Freak is actually good at their jobs.
