Let's even take this a step further. Imagine you didn't have access to psychic type telepathy bullshit, and had to rely on good ol' intuition to determine if the Vaporeon in question even wanted it. Could you still do it? Could you rely on your social aptitude and judgement in your quest for Vaporeon booty? Could you live with the consequences of what may or may not be rape, never knowing whether or not the act was consensual, nevermind the fact that it would be an abomination against Arceus?
