Overworld abilities should really be tied into the Pokemon themselves. Something that blends moves, abilities and type. Perhaps if a Pokemon has X amount of strength and a physical move, then it can push boulders. Water Pokemon with water move, it can surf. Levitate ability, you ride that mon like a hoverboard.
Maybe some of the less competitive Pokemon are more utility based. In a manner bring back the HMslave concept but make it more rewarding and part of the gameplay. Really make overworld exploration interesting and challenging.
