>>54100437I do believe that Meganium, as a concept, was actually meant to be Beta Bayleef's evolution as it actually shares more resemblance with it rather than Final Bayleef.
Most notably, the antennae that are completely absent in both Final Chikorita and Bayleef (makes me wonder if scrapped Chikorita possibly had one antenna or a closed flower with pistils showing rather than a leaf) but tie Beta Bayleef and Meganium together, as well as Meganium's flower which seems like a fully developed version of Beta Bayleef's one which is still in the process of opening up.
Definitely makes more sense than whatever Final Bayleef has going on around its neck.
