Too be fair Dark and Steel had modest beginnings when they were introduced, they just got away with their so-so and meh Pokes (magnemite, murkrow, sneasel at the time) because either we were too young to care or because how edgy they are in general (scizor, steelix, houndoom, tyranitar). Thematically Fairies are different, but get them a few generations and I'm sure they'll be great just like it took Dark, Steel, and even Ghost and Dragon to get some good choices going.
I do agree they did shity on the retype though...
