Animation is supposed to convey movement, sometimes animators go off-model on purpose, it's quite different from static art.
This is even more true, with Japanimation, where there is more time than not, a lot of different key animators for a single episode/movie with a lot of different styles, wich means a lot more occasion to be off-model.
Therefore taking a picture randomly from a action scene and bitch about the proportion is quite dumb.
If you want to discuss about Incineroar design/proportion in the movie you should use static arts or close-up.
DBS is also, a great exemple of that.
