Since it's the last game of the generation and of the system itself, I think they could just go all in and have every single pokemon available in game, split between the two versions
They could organize it by 150-200 per Island Dex, leaving the rest to things like swarms, pokeradars, safari zones, etc.
And that's not to mention the possibility of post game islands
Since Alola is the most geographically diverse region since Hoenn, there's pretty much a spot for everyone, including legendaries
