At least DP had ongoing plot lines being relevant in the filler episodes, and a lot of the filler episodes like pic related had stuff to make older viewers smile because they had more continuity references. When Dawn got depressed about her losing streak it was something addressed in several non-contest episodes. Serena's dreams are almost never addressed in anything other than dedicated Serena episodes.
