Nope. It actually gets worse as you move up the weights: with the 1500 chart, Primal Groudon ascends to 52.5%. In the 1630 chart, Primal Groudon is at 70.7%. And then finally, at the 1760 chart...
Primal Groudon is at 82.6% usage.
Xerneas is at 52.0% usage.
Arceus is at 42.5% usage.
Yveltal is at 27.8% usage.
Mega Salamence is at 24.6% usage.
Which means that, if you take usage as a direct indicator of how good the populace thinks a Pokemon is, Primal Groudon and the other top-tiers in Ubers are actually UNDERRATED, and a hilariously massive portion of all the tops teams use Primal Groudon.
82.62% usage for Primal Groudon at the top tiers of play, versus 11.37% for Junko-S at all levels of play, and Junko-S stars in a game where there should be comparatively higher levels of usage for puppets due to less puppets overall.
If this isn't a blatant indicator of how horribly imbalanced the Pokemon/Ubers metagame is in comparison to TPDP's, I'll eat my fucking hat.
