I like their contrasts, with Arven being a moody victim of child neglect who stands in the shadow of his parent vs the peppy rich girl whose parents are very well off and famous, yet she made a name for herself. So maybe the implication is simply that Arven is being an asshole to Nemona cause he's jealous of her.
I feel like Penny just needed more screentime and/or development. Her story is by far the weakest. The interactions she had with the other two in Area Zero were really fun, but it wasn't a lot and they never interact again outside of it. If they had a bit more time together, she'd be more likeable.
