In any case this is Pokemon, think about what it means when they refuse to release the titular monsters, especially the ones with a large role in the story or an upcoming movie. What kind of backlash do you think that would cause among the fans that are expecting it.

The mega Lati were datamined in the X and Y and made and appearance in ORAS.
Formes, formes are like little surprises Rotom, Giratina and Shaymin all had placeholder data for one forme, I feel like I have posted this before but I'll continue since you seem so stubborn, when it came to Platinum Origin Forme Giratina was revealed and featured in the game, Shaymin had an event in Diamond and Pearl with the Wonder Card saying you should transfer it for a gift or something along those lines, in any case Sky Forme Shaymin was in the game filling the place holder data.
Rotom had not one forme but FIVE of them not only fulfilling the data but multiplying it by five and they all were in Plat.
