sure, some builds are better than other builds in doing some things, but due to limitations there can't exist a build that is better than all the other builds in everything.
also, its true that we can still take some builds of widely defined tasks (sweeper, wall, etc) and say which build fits each of those. but even than, you might want to switch a move or two when considering synergy with the rest of the team.
