My gym would be part gym, part aquarium. The entrance is similar to a typical aquarium. There will be exhibits and marine tubes. At the end, there will be a door that leads to a small room containing a small pool. Only those challenging the gym can enter.
You'll be given diving gear and as you dive down the pool, it eventually leads to a natural underwater system of cavern tunnels. Here you have to navigate through them while battling diver trainers.
At the end you'll see sunlight and you'll be able to swim up to the surface and reach land. You find a small, secluded beach shore. This is where the gym leader is.
My team would consist of three Pokemon: Vaporeon, Milotic, and Entermaid (mermaid theme).
