Now that I think about it, I think it was supposed to be the Soot huffer guy working. The idea being that you're supposed to hear it all throughout the route just to see what it was when you finally reach the house.
Not defending it, it's still a stupid decision to bake it into the OST because it just makes it unappealing to listen to on its own. They could have easily made it a separate sound effect.
