Also Charizard's early weakness could be explained them flat out not understanding how their own games worked back then, remember Gen 1 was made on "dreams and duck tape". Game Freak didn't really start paying attention to the competitive scene until Gen 6 which coincidently is when Charizard started getting super saiyan shill forms every single gen (only reason it didn't get one in Gen 7 is because it still had its megas) .
You could even argue that Charizard being shilled for comp started in Gen 2 with getting Belly Drum a move that makes no sense on it and it has never used outside of the games. And in Gen 5 it got early access to its broken Solar Power ability.
