Pokemon can switch out even under effects like Shadow Tag, Arena Trap, Block, or Mean Look. If the opposing Pokemon uses Pursuit when this Pokemon switches out, then the switched-out Pokemon will not be hit, and Pursuit will hit the Pokemon switching in instead, without the damage increase.
